The report stated that Washington officials had performed their duties impeccably, and that the blame lay with the commanders in Hawaii: Admiral Husband Kimmel and General Walter C. In 1982, books were published that revealed the truth about Washington's foreknowledge of the attack. #3 The Roosevelt administration received several warnings regarding Pearl Harbor in 1941.
