A perfunctory peace reigned on earth. Man had procrastinated under the universal rule, reluctant to make waves due to the fearsome power threatening those who would object; the solar powered laser. With this weapon they could pinpoint a target as small as a man or as vast as an entire city and obliterate it from the face of the earth. The heat from the laser was so intense that the target vanished; whole nations had thus been brought to their knees. Therefore all opposition procrastinated, hoping for a miracle to rid mankind of this dictatorial rule
