Gallery and Display Case Policies & Procedures

Purpose.
The library provides opportunities to individuals, groups and non-commercial organizations to display materials temporarily in designated display cases and on a gallery wall within the facility. Such displays provide and encourage education and the exchange of information and ideas for Arlington Heights residents and organizations. Gallery and display case exhibits are available for the public display of governmental, civic, cultural, educational, recreational and public information.

Display Cases
Four designated display cases are generally available for the exhibit of materials by the Arlington Heights public. The library reserves the right to temporarily use one or more of these cases for special traveling exhibits or in the event of a cancellation.

Gallery Wall.
The gallery space is 90 feet long, with a capacity of approximately 30 14” x 20” paintings. The gallery wall utilizes a moveable track rod system for hanging artwork.

One-Month Exhibits.
Each exhibit is scheduled for the period of one calendar month. The display period begins on the first working day of the month and ends on the last working day of the month.

No Fee.
The library does not charge a fee for the display of materials in the display cases or on the gallery wall.

Eligibility.
The folllowing are eligible exhibitors:
a) Arlington Heights residents;
b) Non commercial organizations based in Arlington Heights;
c) Any other individual or non commercial organization, only if the exhibit is sponsored by an Arlington Heights resident; and
d) Exhibitors solicited by the Public Information Office staff.

An individual or organization may appear on a Request Form as either applicant or sponsor only if that individual or organization has not appeared as applicant or sponsor on any Request Form submitted to the library in the previous 364 days.

Display Case Materials.
Exhibit materials must be of an appropriate size and quantity to fill the display case. Each exhibit must conspicuously contain the name(s) of the exhibitor and sponsor of the display and a sign stating that the library does not sponsor or endorse the contents of any exhibit. The library will provide these signs. Any additional information to be displayed must be provided by the exhibitor.

Gallery Wall Materials.
All artwork must be “ready to hang,” i.e., matted, framed and identified. Artworks must be of an appropriate size and quantity to fill the gallery space. Each exhibit must conspicuously contain the name of the exhibiting artist (or the group and institution to which the group belongs). The library will provide this sign. Individual pieces must be identified by the artist or group. The library will not facilitate the sale of artwork.

Loss or Damaage.
The library takes reasonable precautions to protect artworks and displays; however, the library will not be responsible for any damage or theft. Exhibitors are encouraged to insure any valuable displayed materials.

Prohibited Displays.
The material displayed and the manner in which it is displayed will be regulated to the extent necessary to prevent the display’s physical characteristics from interfering with library patron’s and staff’s use of the facilities for study, work, learning and enjoyment. The library welcomes expression of all viewpoints. However, to prevent injury to library patrons, exhibits may not contain the following:

a) Material that threatens violence or intimidation of any individual or group;
b) Obscene material, defined as material that the average person, applying contemporary community standards, would find that, taken as a whole, appeals to the prurient interest; that the work depicts or describes, in a patently offensive way, sexual conduct defined under Illinois law; and that the work, taken as a whole, lacks serious literary, artistic, political or scientific value.

Removal of materials by library.
The library will immediately remove from the display cases or gallery wall any materials or displays violating these policies. The library may also remove any materials not removed from a display case or gallery space by the library’s closing hour on the last working day of the month. The library will not be responsible for the storage or condition of any materials it removes.


Procedure for Requesting Gallery and Display Cases

Request Forms.
To request use of the gallery or a display case, an Arlington Heights resident or non-commercial organization, as either exhibitor or sponsor, must return a completed Gallery and Display Case Request Form to the Reception Desk on the second floor or to the Public Information Office. The request form must provide the full legal name of the individual or organization, which is applying and/or sponsoring an applicant. It must also provide the name and telephone number of an individual whom the library may contact for an available date for the exhibit, and receive any questions or comments regarding the exhibit. Request forms are available at the Reception Desk on the second floor.

Processing Request Forms.
The library will contact the applicant prior to the first working day of the exhibit month to determine a convenient installation time. Additionally, the library will contact the applicant prior to the last working day of the exhibit month to determine a convenient removal time. The exhibitor must remove displays by closing time on the last day of the month, or the library staff may remove them. The library will not be responsible for the storage or condition of any materials removed. Library staff will be available to assist persons installing or removing displays only with respect to transporting and safe handling of the case shelves, or in giving advice about layout if requested. The library will provide standard signs for the display to include a title, name of exhibitor, and phone number or e-mail address if desired.

Installation and removal of artwork.
Artwork must be installed by the exhibiting artist or group, and will be notified in advance by library staff to schedule an installation date and time. The exhibiting artist or group must also remove artwork by closing time on the last day of the month, or library staff may remove it. Library staff will be available to assist persons installing or removing displays upon request. The library's graphics designers will prepare a sign for the show featuring a title, the artist or group name, and a phone number or e-mail address if desired.


Exceptions for local and regional governmental entities.
Because the library is a local governmental institution, request forms from other local and regional governmental entities, such as the park district or public schools, are not subject to the first-come, first-served availability policy or the once-per-year application restriction.
